Overview of the Law and Society Trust

The Law and Society Trust (LST) is a not for profit organization engaged in human rights documentation, legal research and advocacy based in Colombo, Sri Lanka.

Our aim is to use rights based strategies in research, documentation and advocacy in order to promote and protect human rights, enhance public accountability and respect for the rule of law. Some of our main activities include legal education and skills training, publications, rights awareness raising, dissemination of information, networking & coalition building at a national and international level.

 

Overview of the Position

LST’s activities include both research and documentation as well as advocacy and citizen empowerment. The organization has 3 main programs- the Human Rights and Reconciliation program, the Economic, Social and Cultural Rights Program and the Civil and Political Rights Program. LST also has an independent Research Unit (newly established), a well stocked library and information unit, and a small publications unit.

The Head of Programmes will have the overall management responsibility for the programme delivery activities of the 3 Programs, the Publications Unit and Research unit. The Head of Programmes will play a critical role in the development and implementation of the strategies and practices necessary to further develop leadership to position LST at the forefront of the industry as the Provider of Choice, for international community and Government, for the implementation of policy level changes in discourse relating to LST’s strategic priorities on research on law and society which leads to policy changes in Sri Lanka, while meeting and exceeding the organization’s performance and delivery goals.

The Head of Programmes will be a Senior Manager within LST, with overall responsibility for a broad portfolio of competencies and capabilities with significant expected growth. The Head of Programme will directly supervise all programmes, project managers and the coordinators of the Programs and Units mentioned previously. A Head of Programmes must also be well-trained and skilled especially in research, documentation, advocacy and trainings (citizen empowerment) as well as project implementation since this job position emphasizes more on both technical skills in project implementation, report writing and monitoring and evaluation, as well as in feeding project activities into the larger strategic priorities of research and advocacy of LST.

 

General Functions

  1. In conjunction with the Executive Director and other Senior Management Staff of the Trust, determine the programmatic trajectory of the Trust in keeping with its strategic plan, thematic priorities, and contextual imperatives, and undertake overall leadership in the implementation of such programmatic development;
  2. In conjunction with the Programme and Project Managers, determines project resource requirements;
  3. Leads in the development, implementation and maintenance of process management and Information management systems;
  4. Oversees the delivery of all programmes and projects, monitoring the delivery in terms of quality, costs and time;
  5. Monitors and assists the Programme and Project Managers in planning, execution and delivery of allocated projects, ensuring incorporation of best practice project management processes;
  6. Works closely with the Programme and Project Managers to identify potential project-cost overruns, time delays or quality deficiencies, and implements actions for rectification;
  7. Analyzes project results, and interprets results into recommendations for management to assist them in the development of the organization as the service Provider of Choice in legal research and advocacy in Sri Lanka;
  8. Ensures that clear communication and good relationships are developed and maintained within the Programme Section, with internal support departments and with external parties such as international community, Government, etc;
  9. Plans, develops, coordinates, communicates and directs the internal policies and procedures of the Programme Section;
  10. Effectively and efficiently delegates responsibility and authority, and ensures accountability, to subordinate staff for the delivery of agreed outputs;
  11. Develops and deploys standard project management tools, and develops the project management and technical skills of the Project Managers and other project staff;
  12. Provides timely and accurate project tracking, analysis of outputs, and reporting;
  13. Develops and drives a culture of excellence, continuous improvement, and performance optimization across all projects;
  14. Establishes performance objectives, with appropriate measures for all projects and project staff within the client
  15. Prepares, and submits for approval, revenue and expenditure forecasts based on established financial goals;
  16. Is ultimately responsible for the technical outputs of the client, meeting and exceeding donor expectations;
  17. Researches, identifies and introduces appropriate new technologies for the execution of projects across the Programmes and Units;
  18. Plans, develops, implements and maintains appropriate standards, best practices and procedures to all projects;
  19. Other duties as assigned by the ED in addition to above.
  20. Commissions and ensures publication of at least three substantial policy briefs/white papers/non-papers by the Programmes/Units per quarter as a key performance indicator of the programs/units.
  21. Attends Finance Committee meetings and Staff meetings and any other required events of LST;
  22. Actively pursues funding options for the Organization as a part of Programme development in line with strategic priorities of the organization;

 

Essential Experience

  • Experience in strategic planning and execution. Strong knowledge of contracting, negotiating, and change management. Experience in formulating policy, and developing and implementing new strategies and procedures. Ability to manage resources. Knowledge of public relations principles and practices. Knowledge of communication and public relation techniques. Ability to develop and deliver presentations.
  • Strong project management skills with proven competencies in project management tools and methodologies. Proven experience in the total financial management of a large and diverse multi-discipline project portfolio. Excellent financial and situational analytical skills and knowledge of analysis techniques;
  • Demonstrated ability to grow an existing project portfolio, maintain existing client relationships and develop new ones. Excellent organizational and decision-making skills. Strong skills in facilitation management, team leadership, planning and problem solving. Ability to understand the total impact of projects on the entire organization with a holistic perspective (holistic skills). Ability to multi-task and prioritize work schedules.
  • Work requires professional written and verbal communication in English and interpersonal skills. Ability to communicate and interact with officials at all levels of government and to work effectively with a wide range of constituencies in a diverse community. Ability to motivate teams and simultaneously manage several projects. Ability to write and finalize narrative reports for final approval by the Executive Director prior to submission to the Donor.
  • This is normally acquired through a combination of the completion of a Bachelor’s Degree in Law or Social Sciences, Project Management, Higher Diploma or Project/Program Management Professional Certification is highly desirable and ten (10) years of experience in Projects Management for Non-Profits in Sri Lanka or abroad along with budgeting and analytical skills.
  • Work requires willingness to work a flexible schedule and travel.

The Head of Research will have the overall management responsibility for the programme delivery activities of the Research Unit. The Head of Research will play a critical role in the development and implementation of the strategies and practices necessary to further develop the leadership position of LST at the forefront of the industry as the Provider of Choice, for international community and Government, for the implementation of policy level changes in discourse relating to LST’s strategic priorities on research on law and society which leads to policy changes in Sri Lanka, while meeting and exceeding the organization’s performance and delivery goals.

The Head of Research will directly supervise the officers attached to the Research team as well as all consultants and research assistants etc. that will be attached to the Research Unit.

All research, writings and publications of the Trust (including those by any other units or programmes) will require covering approval by the Head of Research before publication and dissemination.

The Trust expects the potential candidate to be well-versant and skilled especially in legal and/or sociological research, documentation and advocacy as well as  some experience in project implementation since this job position emphasizes more on both technical skills in leading a team to conduct cutting edge, pro-active research. The role, as a senior management role, will include some report writing and monitoring and evaluation components, as well as in feeding  research into the larger strategic priorities of research and advocacy of LST.

  Head of Research

The Role

The Programme Funding Officer is a key position within the organization under the direction of the Executive Director (ED). The officer is responsible for the general oversight and day to day operation of the fund development program, developing project proposals and concept notes and strengthening and maintaining relations with the donor community. In consultation with the ED, the officer will develop a funding development strategy to be implemented in the next five years.


 Main Duties     

• Research calls for proposals and other funding opportunities in consultation with the ED and Program staff, plan and proactively update the internal financial information regarding developing concepts and proposals

• Evaluate past fundraising efforts to determine successful strategies

• Research for other types of support (moral support, contact, loan of staff, etc.)

• In consultation with the ED, team members and other key personnel, set priorities and plan   in   detail   the   gathering   of   pertinent   information,   internal   and   external consultations,  writing,  review  and  approval,  and  timely  submission  of  high  quality, winning project concept papers and proposals

• Track development progress according to plans, coordinate the contributions of other staff members and pro-actively raise concerns when quality or deadlines are not met

• Track record of successful and unsuccessful fundraising efforts

• Write  concept  notes  and  proposals  that  are  realistic  and  responsive  to  both  the community needs assessments conducted by LST; and donor requirements, including but not limited to project proposal narratives and all other aspects of project proposal development;

• Coordinate the review and internal approval process of financial requests and ensure sign-off by ED, Program Officers and Finance & Administration

• Develop and maintain quality ongoing relations with the donor community

• Finalize and polish concept and proposal packages: editing text, layout and graphics; coordinate printing and binding

• Continually learn from experience and from others so as to improve proposal quality and increase success rate

Personal Specification     

Education

• A valid Bachelor's degree in International Relations and/or Development Studies, Social Sciences or other relevant program of study

Experience

• Minimum of 1-2 years experience and success of securing funding from  funding organizations and statutory agencies for international/humanitarian projects

• Thorough understanding and hands-on experience in preparing logical frameworks, project cycle management and result based management.

• Track record of successful fundraising and management of grants from donors such as DFID, USAID, EU, ECHO, UNICEF, UN OCHA, World Bank, etc

• Demonstrated  account  management  of  statutory  funding  agreements  including detailed narrative and financial reporting against outputs and outcomes

• Experience of preparing, manipulating and presenting concept notes, narratives and budgets and working knowledge of charitable financial accounts

Knowledge and Skills     

• Excellent knowledge of the international financial support and statutory markets

• Excellent  research  and  marketing  skills  and  proven  ability  to  persuasively  and succinctly present ideas in writing and orally

• Good English proficiency and demonstrated ability to write and layout high quality, polished documents and reports for diverse audiences that are consistent with LST's brand and style

  The Programme Funding Officer

The internship programme of LST is for all students interested in gaining experience in the fields of human rights and law. The internship would include engaging in research activities as well as active participation in organizing discussions and workshops.

Students interested in taking part in the internship programme are encouraged to contact LST with a copy of their curriculum vitae. International students must also submit a brief outline of a research idea including clearly defined output/s along with writing sample/s. Please note that depending on the duration of the internship the students must also be prepared to be involved in other project activities of LST, as and when required.
